NCO's Board of Directors

By law, every Community Action Agency in the United States must be governed by a board of directors. This board must be comprised of one-third low-income residents, one-third public officials, and one-third business owners or other private sector individuals. NCO’s board comprises up to 12 community members who meet every month to make decisions about how NCO should proceed in the weeks, months, and years ahead.

Maria Dahlin
Chair

Maria Dahlin has served on the NCO Governing Board since December 2020. Maria started with NCO as a Head Start parent while her child was in the program. Then, she joined the Parent Policy Council (PPC) for Head Start and has served as a PPC representative for the last 3 years. Maria is passionate about serving her community and is very involved in various Lake County community programs like the Kelseyville Youth Soccer League and fundraising for school programs.

John Goldsmith
Vice Chair

John Goldsmith has served on the NCO Board since May of 2012. Goldsmith is a Leadership Mendocino Class XVI graduate and has served as a member of the Leadership Mendocino Steering Committee. Goldsmith is a Financial Planner at Rodgers & Goldsmith Wealth Management/LPL Financial.

Jeff Tyrrell
Treasurer

Jeff Tyrrell has served on the NCO Board since August of 2011. As an NCO Board member and former State Senator District Representative, Tyrrell has devoted his time to developing working relationships with constituents and elected officials throughout Lake and Mendocino Counties, for the benefit of the overall community.

Shannon Kimbell-Auth

Shannon Kimbell-Auth has served on the NCO Governing Board since May 2019. Kimbell-Auth has served the Lake community for 20+ years as a faith leader, homeless advocate, and volunteer Active in her community, her goal is to support our most vulnerable citizens in Lake County by participating in her community to create collaborative, systems-level change to house the homeless and help build a healthy community for all.

John McCowen

John McCowen has served on the NCO Board since November of 2018. For over thirty years, he has served the people of Ukiah and of Mendocino County. He served with the City and County Planning Commissions, City Council, Board of Supervisors, numerous associated boards and committees, and continues to serve as a member of community non-profit organizations.

Honorable David Riemen-schneider

The Hon. David Riemenschneider (Ret.) joined the NCO Board in March of 2020. Having spent most of his adult life living and working in Mendocino County, and in the process having met and worked with many Mendocino County residents, Riemenschneider is looking forward to contributing to the NCO Board to help the people of this "wonderful area"

Jake Burgess

Jake Burgess has served on the NCO Governing Board since January 2022. He currently serves as the Recreation Supervisor with the City of Ukiah. Jake has been an active community member for over 15 years and donates his time to various organizations and local projects, including NCO. He has a passion for sports and youth programs that promote health and the overall betterment of the community.

Candace Lowe

Candace Lowe has served on the NCO Governing Board since March of 2023. She is the Secretary of the Coyote Valley Tribe Tribal Council and joined the NCO board to actively seek new opportunities that will allow Native American communities to connect with community organizations and resources.

Jeff Lucas

Jeff Lucas joined the NCO Governing board in March of 2023. Jeff has a long family history in Lake County. Jeff is the founding Principal at CDS and has extensive experience in rural economic development, business diagnostics, business financing, grant acquisition, and program management. He serves as a crew leader for the Lucerne Fire Department and is a member of multiple county committees and school boards.

Jessica Pyska

Jessica joined the board in July 2023. She currently serves on the Lake County Board of Supervisors, Area Agency on Aging, and is the Vice Chair for the Lake County Risk Reduction Authority and the Disaster Council. She also serves as Chair of the Cobb Area Council. She is deeply committed to strengthening economic vitality, maintaining a high standard of disaster prevention and preparation, ensuring health and safety for all, and developing an environment for Lake County to thrive.

The NCO Governing Board meets on the*4th Wednesday of each month.
