Who We Serve

Children, families and child care providers through education, resources, and the promotion of quality child care services. RCCC provides advocacy for children, parents, and child care providers.

Established

The program was established in 1975 and is funded through contracts with the California Department of Education, Child Development Division.  

Funding We Bring to Our Community

In 2023, our budget was approximately 14 million dollars. Since the program’s inception, we’ve brought more than 307 million dollars to our community.

 

During the 23-24 Fiscal Year we have served 1300 children with subsidy dollars for childcare.

Apply for Subsidized Child Care

Child Care Assistance

RCCC has financial assistance available for childcare in Lake and Mendocino Counties. Explore the application process, including need and eligibility requirements, and other referrals that are offered to meet the needs of families in our community.

Alternative Payment Program (APP)

Financial assistance may cover all or part of your childcare costs. Families who have a need requirement as follows: employed, seeking employment, experiencing homelessness, enrolled in educational or vocational training or participating in a welfare-to-work activity. And are either Income Eligible or Certified to receive benefits from any one of the following means-tested governement programs below:

Eligibility

If you are certified to receive benefits from any one of the following government programs below, you may qualify for child care:

  • Medical 

  • CalFresh

  • CA Food Assistance Program

  • CA Special Supplemental Nutrition Program for Women, Infants, and Children (WIC)

  • The Federal Food Distribution Program on Indian Reservations

  • Head Start/Early Head Start

  • CalWORKs

  • Other Means-Tested Government Programs

Parent Child Care Assistance Process

Step 1: Register for Subsidized Child Care

You must fill out an Early Care and Eligibility list form to see if you qualify for subsidized care benefits for child care.

News & Resources

SUN Bucks Program Launch

California's SUN Bucks program returns for its third year to help fight childhood food insecurity during summer 2026. SUN Bucks provides families $40 per month for food in June, July, and August ($120 total) when children have limited access to school meals. Most eligible families do not need to take any action, as children who qualify for free or reduced-price school meals, or receive Calfresh, CalWORKs, and/or Medi-Cal, are automatically enrolled. SUN Bucks cards, which work like CalFresh benefits, will begin arriving in late May and will continue to be delivered through this fall. Learn more below.

Provider Resources

Early care and education programs set a strong foundation for our children and child care providers who are a critical part of our community.

The work child care providers do allows parents the ease of mind of knowing their children are receiving opportunities to learn, play, laugh, and grow.

NCO's Rural Communities Child Care provides free or low-cost programs and services designed to support and empower providers so that children, families, and communities benefit. We work with new child care professionals and experienced providers, offering coaching and training on quality care and guidance on the licensing process. We also administer reimbursements for healthy meals for providers who enroll on the Food Program and for child care services for families enrolled in the Alternative Payment program.

Subsidized Child Care Programs - Provider Handbook

RCCC is a program of North Coast Opportunities (NCO), Inc. and administers a variety of Subsidized Child Care Programs that help eligible families pay for child care in Lake and Mendocino Counties. The purpose of this information is to explain the program rules that providers need to follow and the paperwork that must be completed for authorized child care services through NCO/RCCC Subsidized Child Care Programs.

CDPH Blue Immunization Record Form

Providers are required to keep a copy of every child's immunization record to ensure the child's immunizations are up-to-date. Immunization records must be completed during enrollment and prior to providing any child care.

For assistance completing the CDPH Immunization Record Form, download the Windows Form for Child Care Immunizations. 

Immunization record forms are required to be printed on a blue sheet of paper. Visit your local RCCC office for copies of immunization record forms if you cannot print them on blue paper.

Child Attendance Sheets

1. Fill out one Attendance Sheet per child.
2. Exact times of entry and departure must be entered on a daily basis.
3. Reason for absence must be completed when a child is not present (I.e. sick, with grandma, medical appt.) or reason the child is not in care during school hours).
4. Timesheets must be completed in ink and received in our office by the 5th day of the month following care.

  • If you don’t already drop off your sheets directly to the Ukiah office on the 1st of each month you may:

  • Scan your sheets (no pictures, just scans please) directly to providerpayments@ncoinc.org on the 1st day of the month following care.

    • Note: You must also mail the originals directly to the Ukiah RCCC office as usual (the address is on the attendance sheets).

  • By emailing/scanning your sheets on the 1st of each month, the payment staff is able to begin processing your payment before getting the originals through USPS. By following these steps, it assures that your child care facility will receive payment as scheduled each month.

Programa de Cuidado Infantil Subsidiados - Manual del Proveedor

RCCC es un programa de North Coast Opportunities (NCO), Inc. y administra una variedad de programas de cuidado infantil subsidiados que ayudan a las familias elegibles a pagar el cuidado infantil en los condados de Lake y Mendocino. About Us

The role of Rural Communities Child Care (RCCC) is to help families using a holistic approach. With offices in Lake and Mendocino County, we strive to reach all memebrs of our communities, including families, parents, and providers.

  • We support parents with case management services, financial assistance with child care, referrals to multiple child care options, community resources, and more. 

  • We support child care providers with step-by-step assistance to obtaining their own child care license, we offer technical support with paperwork submissions, enrolling in RCCC programs, we provide assistance with stipend applications, and much more.

  • We support our community by conducting training and workshops that are free-of-charge for parents and providers. We promote outreach by attending community events to notify our community of our resources. We spread awareness of opportunities in our counties by maintaining a County Resources Directory, posting flyers and events on our website and social media platforms, sending regular emails to those subscribed to our email listserv (RCCC Newsletter now live), and much more!

Our staff takes pride in their work and commitment to serving children and families. We strive to maintain a non-judgmental attitude in supportive relationships with each other and clients. We believe in fostering an atmosphere of mutual respect, open communication, and cooperation. We strive to practice healthy boundaries and balance these qualities with compassion, mutual support, and flexibility. We recognize initiative, self-discipline, and positive attitudes as leadership qualities and strive to foster these qualities among all staff. 

The Alternative Payment Program

Resource and Referral

Our Resource and Referral team provides free child care referrals to child care facilities, community resources and events, free information on starting and managing a family child care home business or child care center, and a resource lending library for child care providers and parents. Specialized workshops are offered for parents and child care providers on family-related topics. The program also provides a community resource directory and community resources on various family-oriented organizations.

The Child Care Food Program 

The Child Care Food Program reimburses family child care providers who provide nutritious meals and snacks to children. Ongoing nutrition training is provided. The Child Care Food Program is currently serving 672 children and is reimbursing 64 providers for nutritious meals served to children while in their care.

The Alternative Payment Program (APP) subsidizes child care payments for eligible families who are working, in school or training, or participating in a welfare-to-work activity. APP provides a variety of direct services, including individual conferences with families, determination of family eligibility, assisting families with accessing services, referring families to other community resources, maintaining eligibility lists, and more!
