NCO Head Start believes that all families deserve to be treated with dignity and respect. Information is provided to parents supporting their ability to make informed choices. Nothing is ever done for a family if they can do it themselves. Parents are guided to become advocates for themselves and their children. Head Start staff, families and the community work together in full partnership as parents develop skills and knowledge needed for full participation in the community.

All educational workshops, training and services are based upon the strengths model. Services are integrated and designed to build upon the identified strengths of the family. The program is designed to provide opportunities for success and to assist parents in learning to recognize options in the choices they make.
