THE HEAD START CHILD DEVELOPMENT PROGRAM provides children with activities that help them grow mentally, socially, emotionally, and physically. The program's primary goal is to empower children to reach their highest potential. Parents are honored as their child's primary teacher. Parents are encouraged to participate in program activities, share their knowledge with the program staff, and become involved in making program decisions.

PROGRAM ELIGIBILITY
Head Start and Early Head Start services are provided at no cost to qualified families. Program eligibility is based on Federal Poverty Guidelines and special needs. Children in foster care are exempt from income guidelines. A limited number of over-income spaces are available.

To qualify for infant/toddler center-based services through Early Head Start, parent(s) must be working, seeking work, in job training, enrolled in school, incapacitated or unable to work, or children must be at risk of abuse or neglect.

Early Head Start families may have a small parent fee for full day services, depending on state family income guidelines.
