Vision
NCO, a Community Action Agency, envisions a healthy and self-sustaining community that inspires individuals to reach their highest potential.

Community Action Agencies (CAAs) are non-profit private and public organizations established under the Economic Opportunity Act of 1964 to fight America's war on poverty. President Lyndon Johnson signed this legislation into law. There is about 1000 CAA agencies nation wide. The goal is to enable the poor to help themselves lead better, richer and more productive lives by breaking the cycle of poverty.

North Coast Opportunities is the Comunity Action Agency for Mendocino County.

Community Action allows the underserved a major role in designing solutions which address their needs — providing "a hand up - not a hand out".
